DEL CITY, Okla. - A 37-year-old man riding an electric bicycle was killed in an overnight crash in Del City, and the driver who struck him was arrested after police determined he did not have a valid driver's license.

Del City police identified the bicyclist as Kevin Blaylock Jr.

The crash happened around 12:25 a.m. Friday, Sept. 4, near Southeast 24th Street and South Sunnylane Road. Police and emergency crews responding to multiple 911 calls found Blaylock at the scene, where he was pronounced dead.

Investigators said a 2025 Chevrolet Trax was traveling north in the outside lane when it struck Blaylock as he rode his electric bicycle.

The Chevrolet then struck a nearby light pole.

Police identified the driver as Phillip Langley, 38. During the investigation, officers determined Langley did not have a valid driver's license.

Langley was interviewed by investigators and arrested. He was booked into the Oklahoma County Jail on a charge of causing a fatality accident without a valid driver's license.

Police said the investigation is still in its early stages and additional charges are possible.
