Former Waurika City Manager Sentenced to 20 Years in Child Sexual Abuse Material Case

Charles Kyote Dunn

WAURIKA, Okla. - A former Waurika city manager and reserve police officer has been sentenced to 20 years after pleading guilty in a child sexual abuse material case that began with an Oklahoma State Bureau of Investigation probe in early 2024.
Charles Kyote Dunn, 32, pleaded guilty Oct. 6 and was sentenced by a Jefferson County District Court judge to 20 years in the Oklahoma Department of Corrections, with five years of the sentence suspended. That leaves Dunn facing 15 years in prison under the sentence announced by the OSBI.
The investigation began Jan. 8, 2024, when the Jefferson County Sheriff's Office asked the OSBI to investigate a possible sex offense in Waurika.
Investigators identified Dunn as the suspect. At the time, he was serving as Waurika's city manager and as a reserve police officer with the Waurika Police Department.
Three days after the investigation began, OSBI special agents interviewed Dunn and executed a search warrant at his residence. Agents seized electronic devices from the home for examination.
During the investigation, authorities discovered several images containing child sexual abuse material, according to the OSBI.
The investigation continued for several months before OSBI agents arrested Dunn in Duncan on Oct. 17, 2024.
The Jefferson County District Attorney's Office charged him with possession and manufacture of child sexual abuse material and using electronic video in a clandestine manner. Dunn was booked into the Stephens County Jail following his arrest.
Nearly two years later, Dunn pleaded guilty and received the 20-year sentence, with five years suspended.
