PAOLI, Okla. — Two Oklahoma parents have been arrested on multiple child neglect charges following an investigation into allegations of abuse involving three children in Garvin County.
Michael Brown, 43, and Sara Tudor, 46, were arrested by Oklahoma State Bureau of Investigation (OSBI) special agents on October 8, 2026. Both were booked into the Garvin County Jail on three counts of child neglect each.
According to the OSBI, the case began on July 27, 2026, when a local school teacher contacted the Oklahoma Department of Human Services (OKDHS) to express concerns about the well-being of three children, ages nine, eight, and four.
On July 31, 2026, the District 21 District Attorney's Office requested assistance from the OSBI to investigate the allegations.
During the investigation, authorities identified Brown and Tudor as the children's parents. OKDHS officials learned that one child had been confined to a wooden box, while another had been confined to a playpen for at least 20 hours.
Investigators also learned that the children were not being properly fed and were not receiving showers or baths.
OKDHS officials removed the three children from the home and placed them with foster families.
Medical professionals evaluated all three children and found that each had suffered psychological abuse related to confinement and infantilization. The evaluations also found that the children had suffered abuse resulting from inadequate physical care and hazardous living conditions.
Based on the evidence gathered during the investigation, the Garvin County District Court issued felony arrest warrants for both Brown and Tudor.
OSBI special agents arrested the couple on October 8, and both were booked into the Garvin County Jail.
The OSBI thanked the District 21 District Attorney's Office and the Oklahoma Department of Human Services for their continued assistance throughout the investigation.
The charges are accusations, and both Brown and Tudor are presumed innocent unless and until proven guilty.
