Four Arrested After Copper Theft Discovered at Tulsa's Promenade Mall

TULSA, Okla., April 27, 2026 — Four people were arrested early Monday after Tulsa police stopped a pickup truck carrying copper and tools believed to be taken from the condemned Promenade Mall, authorities said.

The incident occurred around 4:15 a.m. when an officer assigned to patrol the mall area spotted a black Ford F-150 driving inside the parking garage. Police said the officer, who has made multiple prior arrests tied to burglaries at the location, initiated a traffic stop.

Officers reported seeing a large amount of copper wire, copper pipe and other items in plain view in the truck bed. A search of the vehicle uncovered several backpacks containing tools, including pipe cutters, reciprocating saws and wrenches.

Police identified those arrested as Summer Agustin, Francisco Gonzalez, Jonathon Mendoza and Jennifer McLaughlin. A fifth passenger was released pending further investigation.

According to police, the individuals provided conflicting accounts of why they were at the mall. The four suspects were booked into the Tulsa County Jail on charges that include second-degree burglary, conspiracy to commit a felony and possession of stolen copper.

Police said the arrests stem from an ongoing effort to address repeated burglaries at the shuttered shopping center. Officials noted the charges are allegations and the case remains under investigation.
