LEXINGTON, Okla. - A 54-year-old Lexington man will be required to register as a sex offender for life after being convicted in a case involving an obscene image sent to a 14-year-old girl through social media.
54-year-old James Douglas McMillan entered a nolo contendere plea on July 29, 2026, in Cleveland County to Lewd Acts with a Child Under 16, according to the Oklahoma Bureau of Narcotics and Dangerous Drugs Control.
McMillan was sentenced to 15 years with the Oklahoma Department of Corrections, consisting of five years in state custody followed by 10 years out of custody.
As a result of the conviction, McMillan will also be required to register as a sex offender for life and comply with applicable sex offender rules and conditions.
Investigation Began Before 2024 Arrest
McMillan was arrested on Dec. 9, 2024, by the Oklahoma Bureau of Narcotics' Human Trafficking Unit following a joint investigation involving OBN, the Cleveland County Sheriff's Office and the Bel Aire Police Department in Kansas.
Investigators said evidence showed McMillan used his cellphone to communicate with a 14-year-old girl through social media.
"Evidence obtained during the investigation found that McMillan used his cell phone to send an obscene image of himself to a 14-year old female through social media," OBN spokesman Mark Woodward said.
Following his arrest, McMillan was taken to the Cleveland County Jail and was initially charged with Solicitation of Obscene Pictures to a Minor.
The case ultimately resulted in his conviction for Lewd Acts with a Child Under 16.
"OBN is grateful to the victim and her family for speaking up and assisting law enforcement throughout this investigation," OBN Director Donnie Anderson said. "This is another example of collaborative efforts between law enforcement agencies to protect victims from predatory actions of offenders."
